The UK Customs Broker Network

UK customs regulations are established and overseen by His Majesty’s Revenue and Customs (HMRC), which regulates the tax and customs charges, as well as collecting any payments. Operating at key points of entry, such as major ports and airports, HMRC undertakes border checks, risk assessments, declarations and ensures all goods being imported comply with trade laws and safety standards.

Depending on the origin and type of goods entering the UK, they may be subject to tariffs and other duties, such as VAT. Physical checks may take place at key infrastructure sites, such as ports like Dover and Felixstowe, with inland border facilities following up with inspections and checks.

The Customs Handling of Import and Export Freight (CHIEF) was the previous system for managing customs declarations electronically, launching in 1994. However, this is being replaced by a more modern, scalable and streamlined service called the Customs Declaration Service (CDS). This aims to provide a single interface as well as real-time visibility. Since Brexit, additional systems like the Goods Vehicle Movement System (GVMS) have been set up to streamline movement between the UK and EU.

Challenges of UK Customs Clearance

Since Brexit, goods coming from the EU are subject to new customs declaration procedures which have increased the amount of paperwork and costs. These increasingly complex regulations often require specialist knowledge, especially when calculating tariffs, duties or amounts of VAT due. The technological challenges posed by the transition from CHIEF to the new CDS system have also caused issues and often require additional training.

Smaller businesses can struggle to meet these challenges, especially around compliance. Additional complications such as supply chain congestion, non-tariff barriers and product certifications may also exacerbate delays. This additional layer of administration has led to lengthy delays at major ports like Dover and inaccuracies or errors in documentation can also lead to costly stoppages.
